Because it's a roof. The panels are the roof covering, and the job stands or falls on the same things any metal roof does: layout, flashing, details at the edges. The electrical connections need a qualified electrician, and you'll want one you trust. But the roof is yours.

What we're looking for

No. You need to be a capable roofer, and you'll need a qualified electrician for the electrical work.
